Stratcom PRO delivers new EEAS Communication and Outreach Strategy for 2025–2029
Stratcom PRO has successfully delivered the European External Action Service (EEAS) Communication and Outreach Strategy 2025–2029, developed with support from GOPA PACE. The strategy sets the direction for how the EU will communicate its external action in the years ahead: strengthening Europe’s global voice, improving coherence across institutions and EU Delegations, and advancing innovative, audience-centred storytelling that reflects the EU’s values and partnerships.
Developed in close collaboration with the EEAS, the work is based on insights from 64 stakeholder consultations across the EEAS, EU Delegations, European Commission services and Member States. It provides a practical, data-driven communication framework, informed by a dedicated social media audit, and designed to support stronger planning, coordination and impact across the EU’s global network. Work on the accompanying implementation playbook will continue into the new year.
In short, the strategy clarifies the EEAS communication role and vision for 2029, sets strategic objectives, strengthens audience segmentation, streamlines channel use, and reinforces delivery across campaigns, public diplomacy, FIMI and crisis communication, backed by clearer implementation, resourcing, tools/AI and evaluation.
